برنامه‌های مهاجرتی استانی (PNP)

کانادا دارای ده استان و سه سرزمین است. هر یک از این ده استان بر اساس نیازها و ظرفیت های اقتصادی خود، دارای اولویت های مهاجرتی معینی هستند. برای نمونه، استان بریتیش کلمبیا که از مقاصد اصلی مهاجران به شمار می رود، به مهاجرانی که در زمینۀ صنایع ضد آلایندگی دارای ایده‌های کارآفرینی باشند بیش از سایرین فرصت اقامت دائم و شهروندی می‌دهد. به همین منوال، استان ساسکاچوان  برای افراد علاقه مند به فعالیت های کشاورزی و صنایع غذایی اولویت قائل است و استان های حاشیۀ اقیانوس اطلس به جذب استعدادهای فناوری اطلاعات و نرم افزارعلاقۀ بیشتری نشان می دهند.

نکتۀ حائز اهمیت در خصوص بیشتر برنامه­های استانی، وجه تجاری یا کسب و کاری آنهاست. به عبارت دیگر، اگرچه در مواردی، استانها افراد صاحب ایده­های موفق کاری و پیشینۀ کاری و تحصیلی موفق را نیز به تنهایی می پذیرند، اما اولویت مهاجرت را به صاحبان کسب و کارهای موفق (منظور شرکت یا کسب و کاری خصوصی با حداقل دو سال سابقۀ تاسیس است) می­دهند. معمولاً برنامه های استانی را در ایران با عنوان ناقص “ثبت شرکت”، “ثبت شعبه” یا “سرمایه‌گذاری”  می‌شناسند. ایراد چنین عناوینی این است که متقاضیان شرایط همۀ استانهای کانادا را یکسان پنداشته و اغلب بدون در نظر گرفتن شرایط هر استان و خود، مقصد مهاجرت را انتخاب می کنند. بی آنکه از قطعیت پذیرش درخواستشان توسط استان مورد نظر اطمینان حاصل کرده باشند.

برای نمونه، ممکن است متقاضی شرایط اقامت در استان انتاریو را احراز نکند اما وکیل او پروندۀ مهاجرتی‌اش را برای همین استان ارسال کرده باشد. مهم ترین مرحله در روش استانی، توافق متقاضی و وکیل در خصوص مقصد مهاجرتی است. در این مرحله، طرفین باید با در نظر گرفتن عواملی مانند شرایط عمومی فرد (سن، زبان، تحصیلات و کار)، شرایط اختصاصی (نوع کار و نوآوری های به کار رفته در آن)، میزان سرمایه گزاری، و توافق اولیه با استان و شهر مورد نظر، نسبت به تنظیم نقشۀ راه مناسب اقدام کنند. در نظر داشته باشید که به همان نسبت که هر استان نسبت به سایر استان ها از شرایط و اولویت های متفاوتی برخوردار است، هر “شهر” یا “منطقه” درون یک استان نیز دارای شرایط متفاوتی نسبت به سایر شهرها خواهد بود. پس، انتخاب صحیح مقصد مهاجرت مهمترین قدم در این مسیر به شمار می رود.

متناطراً، مسیر تبدیل ویزای کسب و کار استانی به اقامت دائم و شهروندی نیز ممکن است در هر استان متفاوت باشد. قاعدۀ عمومی چنین است که هر چه شهر محل اقامت کوچکتر باشد امکان و سرعت کسب اقامت دائم و شهروندی نیز بیشتر است، اگرچه نمی­توان همواره این قاعده را تعمیم داد.

در حال حاضر، با توجه به تغییر و بازنگری مداوم نظام امتیازبندی فدرال برای مهاجرت به کانادا، برنامه­های استانی از مطمئن­ترین و باثبات ترین شیوه های اقامت و به دست آوردن شهروندی کانادا به شمار می روند. اگرچه در بیشتر برنامه های استانی، اقامت با اعطای اجازۀ کار کلید می­خورد اما در نهایت شرایط برای اقامت دائم و شهروندی فراهم میشود. در واقع، بر خلاف اجازۀ کار متعارف که به سختی به اقامت دائم ختم می‌شود، اجازۀ کار استانی به نوعی پیش شرط اقامت دائم به حساب می آید.

Nunavut does not have its own Provincial Nominee Program.
